It is not a linear relationship. Assuming that the 2 sec rule is followed then the slower the speed the more vehicles in any given section of road. However, they are travelling slower and hence less vehicles are leaving the given section of road. So starting from a zero speed and therefore zero throughput you find throughput increases with speed until it peaks and then throughput declines as the increase spacing between vehicles increases. It can be hard to understand as for any given car they will pass through the given section quicker and therefore people think that they are freeing up space for someone else.
What is surprising is that the optimium speed is about 20mph. Of course in reality people don't follow the 2 second rule and therefore the actual optimum is higher.
