Indeed. I keep reading that ULEZ is a tax on the poorest Londoners. Hardly, as the poorest Londoners don't have cars. But they do live in some of the worst, densely populated areas, and will benefit the most from any air quality improvement.
My main issue with the whole thing is that it seems a bit pointless as it would have mostly happened on it's own without going through all the hassle and expense. I can see the benefit of forcing the most polluting buses and taxis off the road, which do lots of urban miles, are often badly maintained and have long service lives but non compliant private cars are rapidly getting to the age that they'll be scrapped anyway.HughG said:

Just spent £1600 on getting a 2001 Porsche Boxster through it's MOT, with adversary that brake discs are pitted, very reluctant to scrap the car, but economics suggest that it might be the best financial option. Surely there must be an enthusiast out there who might view an hobby in restoring the car. I did it back in May this year and it was quite straightforward even as the car had a private plate on it.
It states clearly what to do and it worked no problem. Once the Certificate of Destruction was emailed a cheque (for the full £2k, no quibbles on price as that is only if you choose not to have payment in full and want a travel pass) arrived in the post a few weeks later. Got just under £400 for scrap value for it from Redcorn, so virtually fully recouped the purchase price of the car 5 years after purchase.
Very happy.

I owned my polo from 2014 but changed the address this year. After providing all the requisite documents I had to provide further proof that I had owned the car prior to the Jan 22 cut off date. That is despite the front of the V5 clearly stating I had owned the car since Nov 2014.
There is no way to contact TfL. You can only upload documents. In the end I just uploaded a previous insurance cover note, which inevitably dragged out the process.

Update: TFL have emailed '3 forms'. However, they only attached 2 of them: the explainer form, and the T+Cs...but they didn't attach the actual application form... Am waiting for that...
The mother's Civic is a 1.7 Vtec Auto Coupe with 60K. She is adamant about scrapping it and I am not pressing her on it.
My Clio Sport Ph1 is a different conundrum. I don't want to scrap it (it has a low mileage, and I don't drive enough in the UK to warrant buying another car - especially as it drives like a go-kart and is the last ClioSport with a wire throttle).
When I spoke to Renault UK, I explained that a Y plate car is classifed as compliant, but my X plater isn't. The woman simply said that they couldn't help. It left me with a bad impression of Renault UK. She literally shrugged her shoulders and told me to get a new car. If Y plate cars are compliant, does that mean that even though my car pre-dates Euro Class 4 certification, I should be able to get a doc that says its NOx level is low enough to qualify? My understanding is that the car is about 1/3 of the max NOx allowed. I drive the thing about once a week if I am lucky... But even then, if I pay £12.50 once a week it'll be cheaper than changing over to another car. I doubt a modern car will be as much fun as the Clio. I can't get a 2-seater as the boy won't like being stuffed in the boot

Are you sure you're going through the official TFL website?I don't recall being emailed those. IIRC correctly, you have to register for a TFL 'Road User Charging Account' and apply through there, the explainer and T&Cs are webpages and the application is an online form with upload sections for V5, insurance, ID(?) and pic of the rear of the vehicle.
My mother called them and asked to be emailed the forms directly. She signed up for the Ulez online, but wasn't able to log in for some reason, so called them. There is a chance that they are sending the applications form via post...but it's a bit weird that the other 2 were sent via email, with email stating 'here are your 3 attachments'. Her MOT is due on the 12th. There's no reason why it should fail, but she could do without the potential hassle. Thanks

The application process with TFL was painless online.
I used EMR for disposal, booking it online over the Xmas period.
They confirmed collection yesterday, picked it up at 08:00 this morning, sent me the certificate of destruction by 09:00 & the £250 from them was in my bank account by 10:00.
C od D uploaded to TFL & now the wait for my £2K cheque - how very 20th century, I'll have to go to the bank for the first time in years (my account has a max £1K cheque deposit limit online).
The application process with TFL was painless online.
I used EMR for disposal, booking it online over the Xmas period.
They confirmed collection yesterday, picked it up at 08:00 this morning, sent me the certificate of destruction by 09:00 & the £250 from them was in my bank account by 10:00.

Maybe I missed something or skim read the thread, but wondered why a 2001 Honda wasn’t ULEZ compliant? We have 2 Accords, both 2001, one is a 1.8 VTEC S, and the other a full fat 2.2 litre Type R. Both are ULEZ compliant, although classed as Euro 3 the NOx is well below the requirements set out by that knob Kahn, if fact the 1.8 NOx is to Euro 5 standard.
Things went a bit pear shaped when my personal plate went on, which made it look like a ‘99 model, but a letter of compliance from Honda, plus the V5 put it back as compliant
I also know of 3 people who successfully pulled £2k from TfL, a ‘97 Astra, 04 Merc E class diesel, and an 07 Passat diesel with astronomical mileage - a few hoops and they were paid out

The scrap yard will only issue a COD with the then current plate on which of course won’t match the TFL’s records so they won’t pay out.
If I put the Private plate back on as I drive into the scrap yard, they advise me they inform the DVLA the car with that plate on has been scrapped and I will loose the plate. Also the DVLA’s records will show that the private plate is on retention causing more confusion.
I have emailed TFL asking why it can’t be all done with the VIN but honestly not expecting a sensible answer to this problem.
I’m thinking it might be best to start again, swap the plate and re-apply for the scrappage but anyones guess how long that would take.
I’m hoping someone has done this and knows the way round the problem.

The CoD will indeed be in the age related plate but it does not matter, the chassis will match. I did it back in May last year and had no issues at all. the only person I know who did this with a private plate took it off a week or two before they applied and it screwed it all up because not everywhere had updated the plate change.
