It doesn't sound like DVLA have been asked to disclose anything.....Would they not be aiding and abetting theft by not disclosing that information?
If it was me, the first thing would be to report the vehicle as stolen and inform the police of the registration request - then tell DVLA that it has been stolen & give them the crime number.
After that, if they proceed, you could argue they've done the wrong thing. Otherwise, it seems like they are kind of correct - the V5 identified the 'keeper' and not the 'owner' - so if you can't provide any evidence that you have it, you're likely no longer the 'keeper'....

If the car is in the possession of another and the OP takes it back without permission, he may himself be guilty of theft (see R v Turner 1971) or making off, if money is owed and taking the vehicle is to avoid paying. Would they not be aiding and abetting theft by not disclosing that information?

And I once had to do this on two old Rolls Royce we had stored. Owner owed us thousands in storage fees.
Eventually the time came. He had correspondence, and plenty of face to face warnings. Including when he turned up and said he'd take them, sell them and then send us the money.....
