How you gonna do your IP spoofing without persuading a serious amount of kit between you and the site to do source routing?

Web proxies would do it, but there's not many truly anonymous proxies around that don't reveal the IP address of the actual browser.

My current employers have 27 proxy servers, located everywhere from Rahway, NJ to Singapore. Of the 27, 8 have a (trial stage) dynamic addressing system set on them (in order to allow our remote forces to dial-in to the network via a secure-id function, but untracebaly (there are reasons for said 'cloak and dagger' approach!). All I'm doing is reversing the use. That said, it isnt truly anonymous, as Im only getting 255 different numbers from each of the 8 (obviously) - but it was more than enough for a few votes!
