I don't have any issues with reporting people who are engaging in behaviour that exposes others to risk.
Using phones whilst driving is clearly in that category.
Filming people using their phone, then confronting them and following them to prolong the confrontation; whilst all the time filming them for "entertainment" so that you can upload the footage to YouTube in order to make money.
IMO that makes him a bit of a tt and I wouldn't care if someone beat the crap out of him.
