My bro had a similar situation today. Plod turned up AT HIS WORK to issue a warning as people had complained about his beetle (thing is noisy, but nowhere near as noisy as my 114dB puppy). They've told him it has to be quieter, and if they get another complaint they're impounding the car. BUT how much quieter? Where's the threshold here?

Have you got a friendly garage who will write you a receipt for work done to "quieten the exhaust"
Next time plod come calling you can show them the proof you have done something about it.

Go to a club race meeting near where you are based and get hold of the MSA noise scrutineer. I am sure he will test your noise levels for you. They normally test anything that moves, bless them.
If its ok, tell plod to do one as youir expert witness will test something like 1000 cars per month on average. (At lots of meetings cars are checked mid event)
