As for yellow within the Albeit Handbook of Rules and guidance for National Safety Camera Program for England and Wales we find:
Rule 4 Site conspicuity:
Fixed Speed camera housings MUST be coloured yellow either by fully painting both the front and the back ... and additionally .. Mobile vehicles from which enforcement may take place must be liveried and identifiable
as an enforcement vehicle.
The recommended colour is No. 386 Bold yellow

i need to get dash cam asap. As i said almost impossible to proof it i am not going on 41 but many times i been pass BLUE FIXED CAMERA around 40 but NEVER PASS when mobile van was there.

The issue is (regardless of guidelines, laws, liveried vans in whatever colour), you habitually do ‘around’ 40 in a 30 and now you have been caught.

In 2001 the law was changed so that speed cameras had to be painted yellow to ensure visibility. ... cameras must be visible from 60m away in 40mph or less zones and 100m for all other speed limit zones. signs must only be placed in areas where camera housings are located or where mobile cameras are in operation.
There are no requirement for mobile camera vans. They do not need to display a sign. They can even hide in a horse box if they so wish...
According to mobile camera van rules if they use a horse box for concealment, they have to add a rider.

Let's get this straight,

You regularly do 40 in a 30 zone, there is a disused speed camera there so you are happy to do 40 in a 30 zone because you know the camera isn't working. One day the plod (or associated people) put a mobile speed camera in the 30 zone next to the unused fixed camera. You get caught. you are now complaining that it's unfair that they didn't warn you there was a working mobile camera there on that day so you were unable to modify your usual 40 to a legal 30....

Is that right?

If so then I suggest if you do not want to get a speeding ticket then you don't speed.

Its TOTALLY WRONG !!!
I AM USING TWICE A DAY RIGHT
I KNOW CAMERA NOT WORKING RIGHT
THIS MOBILE CAMERA SYSTEM COMING THERE EVERY WEEK BECAUSE OF THIS I NEVER SPEEDING BECAUSE I KNOW THEY CAN BE THERE AND NEVER BEEN 41 MPH

Also this road is tricky, road usual speed is 40 , and changing to 30 , they setup this system after 100 metres than this sign.

ALSO LITTLE REMINDER TO EVERYONE

I guess many people remember speed cameras before was dark blue or green like trees, many people complaint to the court and they change the LAW

Many years before has clamping the car exist and many people like mafia doing this job. Its happened to me, i went to one of my customer from back yard of shop knock the door for asking where i can park my car, 3 people i seen behind me run to my car one of them clamping another one cut my way to go my car, and i paid £250 to release it. But many people complaint to the court what happened? No more Clamping car its against to law now.

Speed cameras purpose prevent to accident and must be setup critical points of the road, i totally agree to that. But mobile camera system i believe is totally is TRAP and MUST BE REMOVE FOREVER.

Thats why i open this topic.

In here matter is NOT i was going 41 in 30 mph road, matter is how we can fight with this trap?

EVERYONE FORGETTING COMMUNITY REAL POWER.

ALSO many road speed limit is 60 mph but i never go more than 50 in those road because if i drive around 60 mpg probably will do accident because 60 is to much for this road, same is road i drive 30 is so slow for this road, who ever adjust this laws spouse to be do better job, if they cant as a community we have to help them to do that.

It is quite entertaining!

OP, calm down and just clarify a few things...

Where we are is, you have been pinged by a mobile van and you dispute the speed. Is that correct?
Ignore all the fairness, signs, spare decommisioned fixed cameras, authority bits - none of that is relevant.

If you really believe you were not doing 41, then the option exists to take it to court. However, you need to actually have a case. But on opting for Court, you can get disclosure of the evidence against you. Once you see that, it may (or may not) change your mind about the plea.
However, once you are down that route the FPN or course won't be an option.

Also, more importantly have you replied to the S172 naming yourself as the driver. If not you are in for a whole load more pain.
<All the usual stuff about the NIP being recieved withing 14 days goes here>
