There were hatched lines in the middle of the road, but they were bordered by broken lines, not solid lines, and my understanding is that I can cross these to overtake but have to be very careful in doing so. I was very conscious of that before I committed to overtake.
I admit to being annoyed at being stuck behind someone who could have been driving at the limit but wasn't, but the overtake was safe (I refused more risky opportunities earlier on),
So my question is was I interpreting the markings correctly, and should I challenge the letter, or will they just get awkward and decide to take it further?

No, an ANPR marker won't be added to the VRN.
No, it's not a Sec 59 notice.
No, it won't lead to you being extradited to Mars.
It's kept on file. Just like you might keep your P60 "on file".
The Police will tell you that the letter MAY be used in the decision making process should your driving come to the attention in the future.

Crossing the lines is one decision amongst many, including the exact position you did it, what was around, how close you were to them, your speed etc etc.Whether it amounts to without due care is with all things considered, & not just one facet of the many.
I would be inclined to write a falsely contrite reply along the lines of "sorry if my driving caused distress, I shall aim not to do it again, but could you please provide me with a copy of the footage so I can learn from it" just so you can have a laugh at the DCW undoubtedly busting a blood vessel at you in their in car commentary.

I was once pulled for doing the same maneuver passing 3 cars full of my mates after leaving a car meet at a pub. They were all doing 40 in their silly slammed cars on a straight 60 road so I passed the lot of them on broken hatches in one go, then looked in my mirror and saw the headlights of a 5 series follow me.
A few miles further down the road everyone passes us bibbing their horn and I have to wait 15 mins for a traffic car to turn up with a breathalyser
