Easily. They don't own every bit of public highway, even adopted.

You're asking if there's a law that says local authorities don't have to own all bits of public highway?

Perhaps a better question would be to ask whether there's a law that says they DO...? (There isn't, and they don't have to.)

Nicky is correct

IF there is a single yellow line of double yellows then the parking restrictions apply from hedge to hedge on each side. Many people have been caught out on this little known fact when parking on the verge side of the parking restriction and getting a ticket for it
The difference IIRC that the carriageway extends from kerb to kerb and the carriageway extends from boundary edge to boundary edge ( or vice versa)

So whilst it MAY be his property on the deeds and Land Registry plans if the public can walk across it unfettered then any parking on it if fair game to the parking cops

Seems pretty straightforward to me. I own the grass verge outside my house, up to the lane edge. I'm not allowed to put anything closer than about 10' from the edge of the lane. No fence, hedge etc.

I'm not aware of any restriction on parking on my verge but wouldn't be surprised and have no issue with it anyway.

What next, an old freezer in the front garden?
