I suppose if I was looking for a reason to defy a speed limit I’d not worry about if it’s intended purpose was applicable at the time and rather ask myself if I was in that much of a hurry to begin with.

I used to work some late shifts, ending at about midnight. My route home passed a small village school. 20 mph limit. School in darkness. There was a 30 limit either side of it. I tended to stick to the 30 but keep obs high. If passing at more like normal hours I’d stick to 20 as there were occasions when out of hours activities were going on.
In my view this scenario of having a variable speed that allowed for time of day and changed by the school to cover varying hours of use would be sensible.
The only downside would be the school not being on top of switching the lights on/off. Forgetful or pedantic might be reasons!
That might be a common sense solution but not so for many people/organisations with vested interests or agendas.
