If you were involved in an accident and you wanted to use the footage for insurance purposes, I imagine it could be held against you if you were seen to be speeding. Even if someone failed to give way to you, for example, if you were speeding to a large degree you would have presented a danger by approaching faster than could be expected.

You can't legally exceed the speed limit when overtaking.The limit is the limit.

They can and do report people to the police, some forces have a webpage for submitting itBut considering the number of threads of "look at this law breaker on my dash cam doing something most people would consider trivial and see or even do every day, should i report him to the police" with the number of responses of "of course you should he's broken the law, here's the link to the locals police's webpage for sending in traffic footage" (On PH alone, let alone the rest of the internet).
And considering the absolute lack of "i'm being prosecuted based on someone's dashcamera, can they really do this" threads i would suggest the reports all usually get filed in the same bin
I think plod are only interested in the dangerous stuff like the truck on the A9 and even then it was probably because the press got involved. I think there are too many dashcam warriors for them to worry about cases that are not slam dunks.

So, if the police did take incidents of dashcam-captured speeding seriously, then which of the Anti-Speeding Heroes on this forum would actually report people for it? Are any of them prepared to admit that they would? Surely if speeding is so bad then they'd be doing humanity a favour, and they'd only be acting consistently with their views, so don't be shy, singlecoil et al!
I'd almost like it if this was taken seriously by the police, because so many busybodies would report so many incidences of speeding (particularly on motorways) that the system would be utterly overwhelmed. The only way that the whole nonsense functions at the moment is because only a random small percentage of cases (though still a large number overall) are reported in a compliant way. "They" could easily and profitably have saturated every motorway and trunk road with static hidden cameras by now if they really wanted to catch a significant proportion of speeders (or reduce speeding, for that matter).
Just more evidence that the whole emphasis on speed limits (compared to other factors) is nothing to do with safety. With real offences, which are actually detrimental to society, I believe that authorities actually try to increase the detection/prosecution/conviction rate, not keep it down to a nice manageable level.

They have increased detection/prosecution/convictions, but they don't throw all their resources into one basket on any issue.
