If it's a motoring offence I think warwickshire are part of the joint traffic police pratnership for midlands, so you are not beyond the law

Plod can book anyone any where and submit the file to the CPS of the Court area where the offence was committed. Scotland however may be a different matter on the rules of corroboration (2 officers required in some cases).
If there are offences outstanding elsewhere then that file can be forwarded and dealt with elsewhere all at one hearing.
They can cover you better than a babies nappy.....

What it means is that if i stop someone for speeding say on the M25 and im in another Force area, i cant issue a Fixed Penalty Ticket and must summons the person to the local Court.
This has happened a few times but i wish i could issue the lesser punishment but with Force areas our hands are tied.

As ledfoot points out the cooperation in CPMG means that you could be booked by units operating seemingly out of area.
Normal vhicles are used so you could in theory be booked by ossifers in a West Mercia vehicle but on a road in Warwickshire and vice versa.
What will appear on your summons witness statement, should you decide to have it dealt with by the court, is a bit which goes along the line "I am PC999 Duncan Disorderly of ************ Police, currently attached to Central Motorway Patrol Group."
