I see these all the time (Glasgow area) sitting in the police "ramps" in the hard shoulder. They seriously piss me off because everyone slows down to 20% below the limit...1) They are really obviously NOT a police camera van.
2) Even if they are, why do you need to go slower than the limit??
And 100% of the time when you overtake the idiots that have slowed down, they speed up again as soon as they get past the van and leave you out in the overtaking lane

This was in Scotland though. The Police were meant to be sending warnings to people even a couple mph over the limit starting from autumn last year and if you got more than 1 then a fine would be on its way to you in the post.
