Severn bridge hidden trap

Are they supposed to put camera warning signs out on the hard shoulder or is it optional?
Driving to Cardiff this morning on the M4, spotted a police car well hidden catching the east bound traffic near the new severn bridge.
So when i came back my passenger took a pic of the hiding place with my camphone. It's just as you get to the start of the new bridge, very well hidden, you honestly cant see it as you're approaching at 70mph.
We had the phone camera ready and snapped it as it came into view, didnt even realise there was another police car there untill the last second! and we were looking hard to find the same spot as we saw them at in the morning.
It's a very poor quality pic , but you can see the striped people carrier type police car hiding behind the hedge and the uniformed guy is pointing a device at oncoming traffic.
Jesus! They must catch every vehicle leaving Wales at 80mph or more. OK so most of us know it's a hotspot but there are millions who dont.
Just thought it was so unfair, as there really is no warning of them there. I wouldnt have seen them if i hadnt spotted them from the other cariageway in the morning.
Is it police policy to hide behind hedges on motorways?
One thing i do know is they must be raking in a fortune from that site, but unfortunately not contributing to road safety at all IMO.

Im in lane one, the railing is the start of the bridge.
As you approach, all you can see are the bushes to the left of the police car.
