CP Plus - both payment machines broken

So on a rare visit to the town centre today, I parked up in the main car park which is a pay-as-you-leave affair. Got back to the car park and went to pay only to find both machines out of service. Took pics showing this. Called the 0207 number on the sign next to the machine but not manned on weekends. No choice but to leave.

What's likely to happen?

Are the ANPR cameras clever enough to work out that the machines are broken and not automatically spit out a 'penalty'?
