Are the gantry cameras on the M25 still active?

Most of the variable speed limit cameras, except for the section around Heathrow, seem to be HADECS now, but occasionally mixed among them you still see the old school gantry cameras. Are the latter actually used? If so, why is it that they are not coloured yellow but the HADECS are (and didn't used to be)?

The M25 speed enforcement system has been upgraded from HADECS2 & 2.5 to HADECS3 which have yellow casings and are mounted on the side of gantries and MS4s.

I assume from this that can ignore gantry cameras on the M1 etc as well
