Residential building owner - TV signal

Does anybody know if a residential building owner (eg, an owner of a block of flats) has to provide some means of receiving a TV signal ?

The block of flats is in a conservation area so dishes of any kind are not allowed and the existing NTL service is bveing terminated leaving the occupiers with the choice of paying for a full NTL contract or using an indoor aeriel which isn't feasible.

Just need to know if I need to provide a TV aeriel and boost amp for all the flats so they can see channels 1 to 4.
