speed camera ?

hey all,
any ideas what this was ?

driving through Greenford and came across a board which had on "SLOW DOWN" permantly on, on top it had like a detector (like you see on traffic lights) as there was several cars in front of me all doing around 30, no probs..

then I saw a yellow stealth van... again no probs.. traffic sppeded up a bit "THEN" I saw another self same sign with detector above it...

is this something akin to SPECS ?

could we have been done ?

no what I ment, the scamera van, could that have been monitoring the 2 "points" where the 2 signs were for speeders ?
