Need advice on removing untaxed car from private property

As the title says I need advice on removing untaxed car from private property.
I live in a block of flats with off street private gated parking. There is an untaxed car that seems to have been abandoned. All the residents have been asked and no one knows who owns it. It's parked in someone's allocated space.
I was thinking of putting a note on the car giving them 3 weeks to move it or we will tow it onto the street. We've spoken to the council and they can't do anything as it's on private property.
Suggestions welcomed and advice on legality.

Council want reminding of their powers under Section 3 Refuse Disposal (Amenities) Act 1978:
Where it appears to a local authority that a motor vehicle in their area is abandoned without lawful authority on ANY land in the OPEN AIR or on any other land forming part of a [F1 highway] [ F1 road], it shall be the duty of the authority, subject to the following provisions of this section, to remove the vehicle.
(2) Where it appears to a local authority that the land on which a motor vehicle is abandoned as aforesaid is occupied by any person, the authority shall give him notice . . . F2 that they propose to remove the vehicle in pursuance of subsection (1) above but shall not be entitled to remove it if he objects to the proposal . . . F2 within the prescribed period.
So you have made enquiries of your neighbours to no avail and no body has been to it then it has been abandonded? They serve notice of land owner and if owner not forthcoming they ghave power to remove and deal with.

£2.50 to DVLA with Reg No. Point out problem and ask for last Reg keeper. Put Missd Marples hat on and try and trace current owner.

i would love to know the outcome of this, my dad is the freeholder of a couple of blocks of flats and there is always cars being left there with no tax etc. we called the council and they also said theres nothing they can do as it is on private land.
