Am i right in thinking that anyone over 18 can ride on the floor on the back of a pickup or transit van?

I remember when i was in school getting a lift from guy with pickup and him saying to sit on back. Couldn't open the "flap" so used to just sit on edge :-O.
Also riding on front of Land Rover on bonnet down hill in a valley.
