Tempary speed limits on M ways

Hi all,

Just a quick question for ya'll in the know, when 50 is displayed on the small yellow flashing matrix signs on a Mway, is it an advisery max speed limit or an enforced max speed limit?

Ive never seen people actually drive at 50 when the signs are diplaying nor would it be safe to half the time anyway!
