Huh. I tried to work out the minimum score to see if it was possible to get under 20k. It seems you score every time you create a 4 or higher, and you score the value of the number you just created.
So, when you get a 2048, which should be worth 2048 points, you need two 1024s. These are worth 1024 each (2048 total). Each 1024 needs two 512s. That's 4 * 512, which equals 2048. 4*512 needs 8*256 (2048) and so on and so on.
Keep halfing 2048 down to four and you get ten numbers: 2048, 1024, 512, 256, 128, 64, 32, 16, 8, 4.
10 * 2048 = 20480. But I've got to 2048 with less than that, (20188 - couldn't break the 20k barrier) and others on here have too. So I don't get the scoring, unless it doesn't count the last 2048 before saying you win, in which case the lowest possible would be 18432.
I think though that the truth is there's a flaw in my maths and I just haven't spotted it yet.

Ah. The game doesn't always introduce a 2 to the board.Sometimes it's a 4, sometimes maybe higher. That will mean some 4s don't score, and probably 8 s and so on if it introduces pieces with those values.
That, I would think would make it impossible to predict a lowest possible score because the value of the introduce piece is either random and unpredictable, or responding to the board condition, in which case part of the strategy for keeping the score down needs to be encouraging higher numbers to be introduced, or it follows a set pattern in which case the lowest possible score will depend on how many strokes you take.

FoWorked out the "solution" on how to play after an hour then got hooked. Stupid, stupid game.
Objective is not 2048 or lowest score its to annoy the bejesus out of whoever plays it.
