There are guys with bullet proof vests and then guys with full body armour. Then there are the Minigun toting hardcore nutcases who really are difficult to take down. Minigun is fun when you pick it up though! I tend to find a tank of some sort when taking out a decent sized base. Some of the most fun I had with JC3 was messing around with the Easter egg inflatable head gun thing. Took me right back to my days as a kid trying to pull off daft things on GTA 3 and Vice City, or Saints Row 2.
Inflating heads of motorbike riders so they were just buoyant enough for the front wheel to lift off, right before a corner and watching them drive right off a marina wall, or turning boats into airships, or grappling onto super inflated guys as they shot into the air so that I'd be towed to the very height limits of the game. For a little throw away mechanic, it had such great prospects for creatively messing about.
So I'm super glad its become a core mechanic of JC4 (via a fulton-like balloon, rather than inflating peds' heads!). I wonder if the wind cannon weapon can be used as a hand held jet engine when floating on a DIY Zeppelin....
But yeah, its a bit of a cheap experience otherwise, with cardboard characters and a lifeless world. I'll pick it up on the cheap, because that way its brilliant value for a mindless explodathon no matter what mood you are in.

The story is usually so so but it's just so inventive in the way you can cause so much destruction and mayhem. I can spend hours just taking bases etc trying different things.
I kept meaning to try the multiplayer mod in JC3 but never got round to it. That's something they should include out of the box IMO.
