Used "holiday" lens

Are you going to print any images? Be honest with yourself. If you probably won’t, I’d just get the 15-85mm. The result will look fine on mobile devices and consumer laptops.
If you think you almost definitely will print some images, then you’ll struggle with a 7D and a budget lens to get great, sharp images consistently. It can be done though.
‘Just stepping back’ isn’t always an option on holiday. If you’re a landscape photographer maybe you’d be able to plan the shot well ahead. On holiday, unlikely.
You can’t cover every eventuality, so don’t try.
Just capture images for your own memories, and enjoy the holiday for your own sake. You can always buy a nice book full of professional photos to bring back!

Of course, but we are talking about choices before purchase being based on likely use. As mentioned earlier, a decent smartphone is well worth consideration. And so is going in debt for a few thousand for a dream kit. No reason why he couldn't print.
There’s no absolute right answer.
I'd second the 35-350 & 17-40 lens suggestions - both cheep as chips USED and much better IQ than any EFS lens, 6d and 7d bodies are available used from £200 up, both are really tough bodies, the USED 6d is a bargain IMO.
The 35-350 in particular has an awesome Dreamy' IQ which no other canon lens has - the colours are truely spectacular.
