Digital Frames

I notice that a lot of people here (with much more photography experience than me) are putting these black “frames” around their photographs.

To me they look really bad, sort of cheap I suppose, but as said I don’t have any experience, so why are they an improvement? (They distract from the shot IMO which is my counter argument), am I missing the "the Point"?
