Lightroom Sync data question

I'm needing to replace my Ipad and deciding whether to go for a SIM card one, or just WiFi.
One of the uses I have is to edit photos on Lightroom, I'm fine doing this at home with WiFi, but I often like to do this whilst away in our Caravan. If I go for a non sim Ipad, I would hotspot to my phone to get the internet, but I'm concerned then that Lightroom would assume its on WiFi so sync the files, taking up a lot of data on my phone.
Anybody come across this and found a work around?

Rather than hotspot the iPad, just Air Drop the photos you want to edit from your phone to the iPad.
You can disable syncing on either device if you want to hotspot and use the iPad to access the web (I think!)

Lightroom would be on the iPad, hotspotted via WiFi to the internet to sync to the cloud. I’d not expect the iPad to realise it was using 4G, so the function within Lightroom to disable sync wouldn’t work.
