Toe-in can be either in mm at a set distance from the centre of the wheel, or in degrees off dead straight, that way you don't need to know if the mm spec is at the rim, the tyre edge etc etc..

Don't remember seeing any shims there on mine (which probably just means I wasn't paying attention) but if you have shims there then yes, swapping shims round to move the top ball joint back would increase the castor.
