I don't think anyone knows, but then I don't think anyone observes it either

Drove through today twice morning and afternoon. Not one workman to be seen.

spoke to a man in the know and he said the job is an in-house job and that's all the men they could muster....
+ the rest of the 338 will be done in the next 2-3 years (costing £15M so likely to be done in parts)
+ no work at night because they can't guarantee surface finish quality, can't do drainage and because it's only a local, non-trunk rd job, unlike M4 and M3 (that attracts 'central funding')
+ northbound side patching up last year was a short-term solution (less than a year!.....?!) where the surface patches had become delaminated.... they also carried out tests at that point for the present works.

so this is just the beginning.... and if the future works are gonna be split into sub £1.5M jobs (to keep it locally funded.... with not enough workers on each job!) it's gonna be spread over a long period i guess.....
