Chassis rust advice

Just got myself a nice Mk 1 Tuscan and very pleased with it.
This is my 11th TVR and doing my usual detailed inspection underneath, the chassis seems good and solid with most of the original coating intact.
There are, as you would expect, a few little areas of surface rust which I would like to treat over the winter, so my question is do these need to be rubbed back to bare metal or can they be treated directly?
The main reason for asking is that they are generally located in very difficult to access points for rubbing down, so trying to save myself some grief...
Any advice appreciated thanks.
