Looking at an old Autocar (Feb '59), which lists new car specs., the only cars listed with a 90" wheelbase are: Ford Popular (tested 1.1.54), A.C. Ace-Bristol (tested 7.11.58) and A.C. Aceca (tested 6.7.56).

A lot of specials were based on Ford Pops. If true in this case I doubt we'll ever find out what this car is because it could very well be a one-off put together by an engineer in his spare time.
