Unusual Road SIgn

This was posted in another forum with the question: what is the meaning of the sign with a white diagonal cross on a blue background? No one seems to have an answer - any ideas?

I'm sure that they are indeed faded clearway signs but on my computer at least, the red has faded totally and is now a brilliant white. I can't recall seeing other signs that have faded to this extent. In the unlikely event that I was to be charged for stopping on this particular clearway, I would certainly take issue with the signage!
