why didnt ambulance use bus lane

coming home last night , one empty bus lane and a stream of cars in the other lane , blue lights come up in the distance so i watch whats going to happen , assuming the ambulance will take the empty bus lane , no it waited for all the cars to move over into the bus lane

should it not have taken the bus lane ? all the cars have to risk a ticket for using the bus lane ?

I would have done exactly the same , safer and won't get blocked at lights by dozy drivers ahead.

fair point ..yet all the drivers face the misery of a ticket for doing the right thing
