I very much doubt it was below 500ft and certainly not "just above the rooftops". That is illegal (Air Law, rule 5) and results in a meeting without tea and biscuits.
It would only be below 500ft if it was on the climb out after take off or coming in to land, or you're at an air show and the pilot has a Display Authority and is executing a flying display.
You'd be surprised how high aircraft are even when they look low.
