Looking at the mixed messages given to the Indian team being reported on Cricket websites, it does appear chaotic.

i would imagine the wealthy IPL franchise owners and other vested interests will be relieved if their players will be able to play in the opening games.

If all the Indian players tested negative and were fit and healthy to play then it should just be a straight forfeit if they decide not to field a team without a good reason.

The could have played the test and simply chose not to.

But none of the players have tested positive, only a couple of back room staff, so there was nothing stopping the game. If the story on Cricinfo is correct, then the Indian players were being told to pack and get ready to leave whilst the BCCi was still saying that the game was on.

BCCI and the ECB need to sort that quickly. The cancellation was a money play, they need to cough up.
