TANK FIXING BOLT QUESTION (GUY OR ANYONE?)

My tank fixing bolt is there,havent really checked to see if it was loose as It happens to be nearly 5 in the morning here!!!!!!
With this bolt being loose,could this cause a major fuel leak?
Also,is the the bolt that you locate slightly above the balance pipe and not in the inspection holes?
How tight should this bolt be?
And once again,with this bolt being loose would it cause a fuel leak?
