I don't actually think GRRC actually want the record to be broken, that's why the modern F1 cars were banned from doing timed runs in 1999 (iirc) - it's a normal piece of tarmac, with a crown on it, and spectators close-by behind straw bales. They don't want it turning in to an arms race to go quicker and quicker to break the record each year. They're happy with the time as it is, it's not about going quicker each year, it's just who out of the invited participants is quickest in each years' shootout.

I think if the times continued to get quicker and quicker, then you'd need to increase run-offs, barriers, road surface etc, which would change the complexion of the event and take away much of its charm.
