Hmmm, looked back it seemed in 2005 (when I last went) they offered the tickets up 3 weeks before:

Somewhat pisses me off this, good luck to those who get free tickets but as I paid for mine back in January I feel somewhat cheated. Don't think I'll bother buying one from the Goodwood Club in future. Didn't say which day they would be for though. Usually this has been on the Friday.

Haven't bought a Friday tckt ever I don't think. They have possibly made something of a rod for their own back with it - keep giving away tckts each year means not that many people will buy them, therefore a risk of having a day without many people there, so they have to give them away ... and so the loop continues.

I think that they probably have an automatic cut-off on the 15k or whatever the figure was if it is now saying "no more". Should mean that if your application went through then you WILL be getting a pair of tckts through - don't think I have had confirmations in previous years either, tckts have just arrived.
