Cheap wheelset to take 700x32 tyres

I'm rebuilding an old road bike of mine and want to put a new set of wheels on it to take 700x32 tyres for winter riding. I'm a bit confused about what wheels will take a tyre that big, will all 700 wheels be OK? And will I have to check tyre clearance on the bike to see if they will fit? The bike is a specialized Allez from around 2009.
I don't want to spend a fortune and the rear wheel will need to take a 9 speed cassette.
Anyone got any suggestions?

FWIW I ride 23's all winter.. if you could get 25s, or maybe even 28's that might do the job for you, unless there's some specific reason you absolutely must have 32s..
