Do some employers just like wasting people's time?

I have had the same thing. Beg you to take the job but say the "top of their budget" is X when X is lower than you are currently on and lower than you said you would move for.
Sometimes it is time wasting, trying it on. It could be a mistake. They thought they could offer more, then when they try and get it signed off by finance / HR whoever they discover they don't have the budget.

This is distressingly common. Then had it as a candidate, verbal told an offer will be made, then nothing. Finally find out that finance wont approve the cost.
