Lithium batteries - storage

At the office we have a large number of lithium batteries, nonrechargable 3v D-cell sized.
As well as new ones in polystyrene trays, there's probably about 1500 that are loosely packed (thrown into a cardboard box) waiting for disposal.
Is this legal? Seems damn dangerous to me! It's not a big office and I'd be concerned what happens if there's a fire..
