Employment training progression...or lack of

Hello.
I am currently half way though a training program at work. I have completed year one, and await the start of year two. The course is clearly labelled as a two year course however my employer states that progression on to year two is dependant on budget and there being a requirement for staff who have completed the whole course. End of year one by the way does give you a qualification in itself.
Now, someone said to me that under employment law my employer HAS to allow me to progress and to finish this two year course within a 'reasonable' time scale. Is this true and what is a 'reasonable' time scale?
