The vendor appears to misinterpret paypal - my reading is they won't release funds until dispatched but he says he won't send until funds received. The payment may be held up to 21 days. Please ship the item right away. Once you do, we may release the funds sooner.

I had this both when buying and selling on ebay using paypal. Its a problem with your paypal account - sometime paypal (who are a law unto themselves) will put a hold on a payment until it has properly cleared. Don't worry about it it will go through unless your card issuer declines it, in which case you will be refunded.... I've had an email from the seller:

I think mine has come too, only problem is my postie apparently couldn't fit it through the letterbox - I think that is a bit suspect, so shall try and collect it from the sorting office tomorrow.
Then, I feel like I am going to take a stihl saw to the front door, as I'm sick of having to pick up anything bigger than a letter from them...

After reviewing your account I can see that this transaction has been
completed fully on your side on Feb. 16, 2010. If we are holding the funds
in the Sellers account you can ask the seller to ring PayPal and we can
explain the reason why the funds are on hold.
PayPal is working to make it safer than ever to buy and sell online. One of
the boldest steps we're taking is to identify transactions that pose the
greatest risk of fraud and holding the payments from sellers for a period
of time to help ensure that the transactions go smoothly.
Before a hold is placed we review many factors including transaction
activity, business type, past customer disputes and overall customer
satisfaction. Here are some common reasons for holding payments:
• You have been an eBay and PayPal member for less than 6 months, and, have
limited selling activity.
• You have an eBay feedback score of less than 100 and do not have a record
of good performance
• You have a Buyer dissatisfaction percentage of 5% or greater than 5%
• You have an average Detailed Seller Rating (DSR) of less than 4.5
• You have received fewer than 20 Detailed Seller Ratings in the last 12
months
• You have a high rate of customer disputes
• You’re selling in a high risk category or industry such as, but not
limited to, tickets, travel, gift certificates, computers, consumer
electronics, or cell phones
• You have a spike in selling activities or begin selling in a category
without an established history
We will notify you of the hold in the ‘Payment Received’ email and in your
transaction ‘Details’. While your payment is on hold it will be shown in
your Pending Balance. This ensures that you will have enough money in your
account to cover any buyer claims.
Your funds will be released when one of the following occurs:
• The buyer leaves you positive feedback
• 21 days pass without a dispute, claim, chargeback, or reversal filed on
the transaction

How can I possibly leave positive feedback if you've not released the funds so the vendor rightly refuses to dispatch?
I am happy for you to release the funds as expected/agreed and will raise a dispute/claim if and when there are any issues.

Still don't have mine... Went to the sorting office this morning only to be told it "hadn't returned"...
Where does post go after it hasn't been delivered - does the postie take it all home for a night, to wine and dine it before taking it back to the sorting office??
It's a load of bks... I'm going to go up again in an hour and a half or so to see if it's available then.

Just received mine!
Will mean my Tissot which I wear all the time does not lose its shine too quickly!
It's a great watch for such a little amount of money. It is quite small but ideal really as this will be a daily and great for things like skiing, where you want a small watch so when you fall over repeatedly like I do you don't break your wrist off!
Sorry for the poor pic from my phone!
