Well yes you could but it's going to need a heck of a lot pumping back up to launch a F35 complete with full load. Hydraulic rams are the other solution but you still need the motive power to load the system ready for use.No steam, no massive electric draw except to run the air compressor.

Arrester wires are a bit cleverer than that.
