Without wanting to start a political debate. . .
Presumably these Ukrainian or any other former soviet state’s aircraft and bases (and ships , submarines, missiles, tanks etc) were all part of the USSRs forces before the breakup of the soviet union.
Why didn’t the Russians keep them? Or get them moved to Russia before they all became independent? Was it just the sudden nature of the collapse and the fact that all the crews and personnel were natives to the new countries they were based and Russia was basically unable to do anything after the collapse?
If Scotland became independent, Scotland wouldn’t automatically keep all the RAF aircraft or ships or boats in Lossiemouth or leuchars or anything in rosyth or HSNB Clyde.

Presumably some of the smaller new former soviet states ended up with equipment like icbms or early warning systems etc and bombers they couldn’t afford to or lacked capability to run as newly independent states? Which were integrated parts of the USSRs defence systems.
Or was all the important stuff located in Russia still?

Too long a gap. The equipment was left more or less derelict for at least a decade and it would be too difficult and costly to refurbish it. They don't use A380s for shooting down baddies you know.
I know they have weather radar, but it's not like having an AN/APG-66 in the nose
