How many covers can a waiter/tress manage

Anyone know typically how many covers a busy waiter/tress can cover in a full service restaurant? Think reasonably high turnover of customers who may eat 2 courses and need drinks. Good example of such a restaurant might be a good piza restaurant.
friend of is looking at opening a restaurant, and i think he's planning on being understaffed (he thinks he's overstaffed). Kitchens are fine- its front of house i'm worried about.
