I'm not sure if the system would go high or low with the evaporator frozen but yes I expect you are right and it would switch the system off but that is a rather extreme way of doing things. Bit like not changing gear until the limiter cuts in.

So I have a can am. With aircon on and no roof the system eventually freezes up and stalls the fan however with the roof up and even in blazing hot conditions in South of France the air con control works perfectly controlling the temp in the cockpit to where the dial is turned to. i.e. system cuts in and out to keep cabin temp correct.
