Well, PQ should improve over SCART although there is a debate vs Component - both analog connections, which means the DVD/console/Sat/Cable are having to convert digital data into analog, which the TV then converts back into digital for the processing and display to make use of.
So it makes sense to keep the signal in digital form from a purity pov.

Resolution wise, SCART will only transmit SD (576i), which is fine as the TV will deinterlace it, and upscale to 720/768/1080 depending on pixel count the set has.
Component will do SD & HD (576i/576p/720p/1080i) but BR movies on a Full HD TV would need HDMI for 1080p.
