I've wondered whether the '12' in AC-12 meant there were at least 11 other units doing anti-corruption that they never seemed to mention, unless there's been a passing reference in a previous series, a bit like when there's the odd mention of another 00-prefix in a Bond film. And are the other AC-sections in different towns and bussed in for the interviews, or is that one place so bent it needs a minimum of 12 all to itself?

The exams they referred to are likely to be police entrance exams. He'll be infiltrated into the police.

1. It's to counter-balance Hastings' hat. Every AC unit needs something to be mocked.I must admit I have been distracted by both hat and ears.
2. It throws the person being interviewed right off their stride (gobsmacked by massive ears and unable to get their story straight).
Ears are special issue anti-corruption ears.
3. It's austerity and the cuts.
Anything more than a light breeze and DI Dumbo is able to fly to crime scenes, thus negating the need for a service vehicle on dodgy plates.
