So, if the film is 'Unclassified' by the BBFC I presume you'll have to import it from somewhere like the US if you REALLY want to see it.
Now (god knows) I'm no prude but I do hope all of these so-called 'torture-porn' movies have had their day now. They exist merely to take you from one scene of shocking depravity to the next with the bare minimum of story/padding in-between. Personally I think the Saw series of films is a case in point.

There are many more extreme examples than the few that garner media attention.
And yes, if it's unclassified, or rejected for classification - it can't be released here. You could import a dvd from abroad, but run the risk of it being seized at customs, I suppose. Although the chances are slim - I have bought many dvds from foreign websites and have never had one arrive opened so that customs could ascertain whether it was a "banned" title or not.

The 'violent' scenes are so budget and outlandish that they can only be considered comic genius .

Brain Dead was passed by the BBFC without any cuts, and classified 18.
It probably goes quite a good way towards suggesting why tone and intention, as much as visual content, is taken into account in classifications.
