Robert Patrick was great in T2, he wasn't physically intimidating in human form but the way he lowered his head and locked his eyes on the target was pretty creepy. I don't think he blinks through the entire film either, even when firing a gun.

Also think you have to include Arnie in T1 - it sounds an odd thing to say, but it's very difficult to deliberately not display any emotion and come off as human, yet robotic. Plus the whole concept of being relentlessly pursued by something whose only purpose is to kill you is rather scary.
Rob Pat is the complete opposite of Kristanna Loken in T3. The way she looks beautiful and non-threatening, her soft kindly voice, the way she walks into a room and nobody notices... I was John Connor I think I'd feel pretty relaxed about everything.

What about The Wicked Witch ""I'll get you my pretties" and her damned flying monkeys

Sapphire and Steel's faceless man creeped me out too

Number one for me though was Nosferatu - as a 7y/o (or so) caught a glimpse of Max Schreck creeping along a corridor. Freaked me out

Luca Brasi from the Godfather always looked a bit sinister to me, re-inforced by the fact he wasn’t exactly an angel in real life.

As said many pages back though, John Doe takes the title for me, ‘detectiiiiiive!’
